How these rates actually work
The lodging figure is a ceiling, not an allowance. You are reimbursed what you actually pay for your room, up to that nightly maximum — book a $120 room in a $188 city and you are reimbursed $120, not $188. Rooms above the ceiling generally need approval before you travel, not after. (GSA per diem FAQ)
Lodging tax is separate. For destinations in the continental United States the nightly ceiling covers the room rate only; state and local lodging taxes are claimed on top of it as a miscellaneous expense (FTR 301-11.27). This is one of the most common places a traveller under-claims. (GSA: lodging taxes in CONUS)
M&IE works the opposite way. Meals and incidental expenses are paid as a flat daily amount, so you claim the full figure whether or not you spend it, and you do not keep meal receipts. Two adjustments apply. On your first and last day of travel you receive 75% of the daily M&IE rate, regardless of the hour you leave or return (GSA SmartPay travel training). And when a meal is provided — a conference lunch, a hotel breakfast included in the room — that meal's share is deducted from the day's amount.
Some destinations change by season. Where a city has more than one lodging window, the ceiling follows the month you actually stay, not the month you book or file. Check the monthly table above against your travel dates.
Not every location is listed separately. Anywhere GSA has not set a specific rate falls back to the standard CONUS rate. County matters more than city name — rates are set by county or defined area, so a suburb may take a different rate than the city it borders. (GSA per diem rates)
